The delegation of Paradise International Investment Limited (PIIL) from China, met with the Rakai District Executive Committee, led by the Chairperson himself, Mr. Vincent Ssemakula Ssettuba. Others present were the Resident District Commissioner Mrs. Aida Bikorwenda, her deputy Alice Kaggwa, the Chief Administrative Officer and the Secretary for Production.

The PIIL's delegation was led by Mr. Liu Jianjun, and was comprised of Mr. Liu Long, an engineer and Mr. Fred Xu, an Engineer and interpreter. The Kagera Eco City (KEC) team was led by Mrs. Gertrude Njakaayakana Njuba.

The Chinese team expressed great joy with what they had witnessed on that first day in the field, and they said they were pleased with the general project planning area and set up. They promised that after signing a comprehensive Memorandum of Understanding, they would go back to Beijing, China, and talk to and convice as many Chinese investors as possible to invest in the Free Trade Zone. Also, they expressed happiness with the district's enthusiasim about the project and so they pledged not to dampen that enthusiasm.

On her part, the Resident District Commissioner, speaking on behalf of the Government of Uganda, disclosed that the government was happy with the Investment because it is in line with the current program of Prosperity for All (Bonna Baggaggawale). She promised to do all in her power to make the project a reality.

The District Chairman said he had travelled the length of the world with the project initiators to make sure that it takes off. He said this was a very special day in the district and that he was happy to be part of that glorious history. He reiterated that the project would create employment for his people, broaden the tax base of the district and the country at large, and open up Uganda to the rest of the world. It would also lead to the creation of superb infrastructure in the area, thus leading to development thereof. for those reasons, he said, he would do everything in his might and in the might of the district to make sure that the project is expedited. He promised to travel to China if need arises for him to show his support to the project.
